GTCF Announces Childcare Workforce Pilot with Durcon; Kickoff October 21

Taylor, Texas — The Greater Taylor Community Foundation (GTCF), through its Childcare Impact Council, announced the launch of a new Childcare Workforce Pilot designed to strengthen employee retention, expand childcare access, and support family stability for Taylor’s working parents. The Childcare Impact Council identified childcare access as a critical workforce barrier for local employers and convened partners to design a pilot that responds directly to those needs. The program will officially kick off at Durcon on October 21, bringing together employees, partners, and community leaders to celebrate this milestone investment in Taylor’s workforce.
The pilot provides monthly childcare scholarships for Durcon employees and is supported by $54,000 in in‑kind services from TOOTRiS Child Care On‑Demand, the nation’s largest childcare technology platform. TOOTRiS’s contribution includes navigation support, technology access, and platform tools that help families locate licensed childcare openings in real time.
“Childcare is workforce infrastructure,” said Diana Phillips, President of the Greater Taylor Community Foundation. “The Childcare Impact Council has been working for two years to bring employer‑based childcare solutions to Taylor. This pilot demonstrates what it looks like when employers and philanthropic partners step forward with solutions that help parents stay and thrive in the workforce.”
Through the pilot, Durcon employees will receive: Monthly childcare scholarships to reduce out‑of‑pocket costs; Access to TOOTRiS’s statewide childcare network; Real‑time navigation support to match childcare openings with work schedules ; Flexible options for infants, toddlers, preschool, and after‑school care
“Durcon is proud to launch this childcare pilot for our employees,” said Richard Conde, Director of Operations, Durcon. “Our team members are the heart of our company. When we remove barriers like childcare, we strengthen our workforce, improve retention, and help families build long‑term stability.”
The WD Kelley Foundation emphasized the importance of employer‑based childcare solutions. “Supporting childcare access is one of the most effective ways to help families thrive,” said Carl Illeg, executive director. “We are proud to partner with GTCF, Durcon, and TOOTRiS to bring this innovative pilot to Taylor.”
The October 21 Kickoff Event will include remarks from Durcon leadership, WD Kelley Foundation representatives, TOOTRiS, and GTCF, along with a brief program overview and employee resource stations. The pilot will run through 2027, with evaluation metrics focused on employee retention, childcare utilization, and family economic stability.
